The vocational education system of Ukraine has received a significant update

Ukraine and Estonia continue to develop the Ukrainian education management information system. At the end of May, the final stage of the development of the Vocational Education Module (EMIS) of the Automated Information Complex of Educational Management of Ukraine (AIKOM) was completed, the module was handed over to the Ministry of Education and Science of Ukraine. The solution was developed by the company Krabu Grupp, which was also one of the parties in the co-financing of the project.
The parties to the project consider it a successful example of cooperation between the private and public sectors. In 2023, Ukraine has received a new vocational education module EMIS, which enables the collection, control, analysis and publication of data on the country’s vocational education sector. A product was created as part of the project, the main users of which are the Ministry of Education and Research of Ukraine, local education management bodies, educational institutions and other entities of vocational education in Ukraine.
The last stage of the work included the creation of an effective management tool based on the collection and analysis of operational data. Also, the vocational education system now exchanges data with the main information system of national education and allows key persons to receive quick and visual information. The new solution unites more than 600 existing state vocational education institutions, 23 regional administrative bodies, the Ministry of Education and the Institute of Educational Analytics of Ukraine.
“Reliable statistical and administrative data provided by the system are the basis for planning and shaping education policies, taking into account the needs of the modern digital society. I am glad that our competences in the field of educational technologies help Ukraine achieve the goals of further development of a transparent digital society,” said Kati Krabu, member of the board of the Krabu Grupp.
The project is supported by the Estonian Centre for International Development (ESTDEV). The goal of the project is to support the development of Ukraine on its way to a democratic rule of law, using the best practices from Estonia.
“The creation of the information system for vocational education management has made it possible to simplify access to relevant information and automate data collection procedures. The goal of the new project is to synchronize EMIS data with the unified national electronic education database and to visualize statistical data for making management decisions in the field of vocational education. The convenient graphic interface, which allows all participants in the process to receive visualized data with the possibility of detailing, is worth noting separately,” commented Irõna Šumik, Director General of the Vocational Education Directorate of the Ministry of Education and Science.
The education information system AIKOM is intended for organizing all kinds of activities in the collection and processing of data from educational institutions in digital format, including the creation of electronic data archives, automatic management of information collection procedures, control of management discipline and administration of information processing business processes.
As Kati Krabu emphasized, participation in this project is important for the company from both a commercial and a social and civic aspect, as a modern information system in the field of vocational education will be another step in the ongoing reforms in Ukraine on its way to the development of high-quality vocational education that meets the rapidly changing needs of the labour market in modern society.
The vocational education module EMIS was created within the European program EU4Skills, which aims to support vocational education in Ukraine. The project continues in cooperation with ESTDEV where Ukrainian projects are a priority area of activity.
